Jon has 20 years’ experience in transport and development planning, acting as a project manager providing advice to both public and private sector clients, on all types of land uses, including residential, retail and employment development, co-ordinating single and or multi-disciplinary teams at all stages of the planning process. Key technical skills relate to Transport and Environmental Impact Assessments, transport strategy reports, planning appeals, and public transport. Jon is fully conversant with the latest guidance and highway design considerations set out in Manual for Streets and the Design Manual for Roads and Bridges and has experience of both formal and informal hearings.

West Eynsham SDA, Eynsham (Oxfordshire) –
Jansons Developments (2018 to Present)

Project Partner for the promotion and submission of an application for 180 dwellings within the West Eynsham SDA, which is allocated for 1,000 dwellings. The development is adjacent to the proposed 850 space Eynsham Park and Ride and the Salt Hill Garden Village (2,200 dwellings). The primary focus has been on defining the access strategy to accord with access arrangements proposed by the Park and Ride site, the garden Village and improvements to the A40 to be funded through various Central Government funding streams.

Gosden Hill, Guildford -
Martin Grant Homes (2012 to present)

Project Partner for the promotion of land at Gosden Hill on the eastern side of Guildford. The development comprises of some 1,800 new homes, new headquarters building, a primary and secondary school, and local centre. The site is supported by a new junction onto the A3 (Highway England), a new 750 space park and ride and a new railway station.

Manor Farm Tongham – Gleeson Strategic
Developments (2017 / 2018)

Project Partner and expert witness responsible for obtaining a planning permission for 250 dwellings adjacent to the A31 / A331. A further two additional site both of which consisted of 50 units have also been brought forward.

Sun Park, Guillemont Barracks, Cove – Bellway Homes
Thames Valley (2015 – 2018)

Project Partner delivering permission for two phases of development totalling 470 dwellings, adjacent to the M3. Responsible for the drafting of the transport Assessment, Travel Plan, Section 106 agreement and attending an informal hearing.

North and North West Horton Heath,
Eastleigh – Drew Smith and Horton Heath Limited (2016 – 2017)

Project Partner delivering permission for two phases of development totalling 1,400 dwellings, a new primary and secondary school, local centre, employment and new link road.

North East Boorley Green and Pylands Lane, Eastleigh – Ash Hill Developments

Project Manager for a scheme of 1,400 new homes at Boorley Green and 250 new homes at Pylands Lane, including a new Sunday Hill bypass to provide enhanced access to the M27. The work included the preparation of a Transport Assessment and Environmental Impact Assessment as well as providing master plan advice and liaising with the Highways Agency

Oaklands College, Smallford Campus, St. Albans
(Oaklands College & Taylor Wimpey)

Production of TIA in support of 30,000 m2 of new college campus, along with 150 new residential dwellings split over two sites. In addition to the development of the Smallford Campus, there are a further two educational sites to be redeveloped which will operate as spokes to the Oaklands hub. Traffic impact appraisal is based on the finding of a survey of all 12,000 + existing students and staff.

Winnersh Triangle Business Park,
Reading (SEGRO)

Responsible for the Production of TIA and EIS for the redevelopment of the Winnersh Triangle industrial estate from 135,000m2 of mixed, B1, B2, B8 use to 200,000m2 of B1 office use. Responsibilities included all aspects of transport planning for inclusion in the EIS, input into a new area wide Paramics model and developing a transport strategy for the site along with mitigation measures, which included upgrading five roundabouts to signalised junctions, widening of the A329(M), alterations to the M4/A329(M) junction and extension of a park and ride facility.

Liaison with Reading Borough Council and their transport consultants and the Highway Agency

Heathrow South Cargo Centre, Hounslow
(CargoVentures)

Responsible for the Production of a Transport Assessment to support redevelopment of a brownfield site for Expeditors European Gateway Headquarters including 24,000sqm of B8 and 5,000sqm of supporting B1 office. Liaison with Hounslow and their transport consultants and with Transport for London. Post permission support to design and deliver new signalised junction and traffic regulation orders.

Picket Piece, Andover (Wates Developments)

Project managing TIA and EIS for the development of up to 850 dwellings and a new school on land to the east of Andover. Development of transport strategy for the site along with mitigation measures and construction routing strategy and supporting role with Appeal dealing with third party objections.

Liaison with Hampshire County Council and the Highway Agency

East of Leighton Linslade,
Leighton Buzzard (Willis Dawson Holdings)

Project managing TIA and EIS for the development of around 1,280 dwellings, employment, education and a neighbourhood centre on land to the east of Leighton Buzzard, as part of a wider 2500 dwelling master plan. Responsibilities included all aspects of transport planning for inclusion in the EIS, developing a VISSIM micro simulation model and transport strategy for the site along with sustainable mitigation measures. Also provided support in terms of objection to planning appeal at West Linslade Urban Extension.

North Wokingham Strategic Development Location,
Wokingham (NW Consortium)

Responsible for the allocation through EiP and Core Strategy and production of TIA and EIS for the development of around 1,500 dwellings on land to the north of Wokingham. Responsibilities included all aspects of transport planning for inclusion in the EIS, and developing a transport strategy for the site along with mitigation measures and Infrastructure Businesses Cases for strategic infrastructure.

Project Managed application for Phase One of the NWSDL, through to appeal in December 2011.

IFSC LUAS Light Rail - Line C1 Due Diligence- Ireland

Appointment by the IFSC to carry out due diligence study on the proposed LUAS Line C Extension, proposed between Connolly Station and the Point Depot in Dublin. This major study incorporates the assessment of alternative route options and emerging technologies with the consideration of all other transport infrastructure projects in the Docklands area including the Port Tunnel, Macken Street Bridge, Spencer Dock Station, and the DART Interconnector Tunnel.
